Court Transcription Services

Background
The Massachusetts Department of Telecommunications and Cable (DTC) is seeking responses to establish a list of qualified vendors to provide court reporter and transcription services. The goal of this contract is to ensure the availability of professional court reporting and transcription services for various legal proceedings, including depositions, arbitration hearings, judicial hearings, administrative hearings, public hearings, conferences, and conventions. Services may also be required via telephone or video conference.

This solicitation aims to create a pool of pre-qualified contractors from which the DTC and other Commonwealth agencies can select.

Work Details
The contractor will provide court reporting and/or transcription services that may include:
- Court reporting for depositions, arbitration hearings, judicial hearings, administrative hearings, public hearings, conferences, and conventions.
- Transcription services that may be part of court reporting or purchased separately.
- Services may be required via telephone conference or video conference.
- Contractors who only provide transcription services will be listed separately on the contract.
- Contractors must arrive at least 30 minutes prior to scheduled on-site performances and 10 minutes for virtual performances.
- All transcripts must comply with specified formatting requirements.

Period of Performance
The expected duration of this contract is up to 3 years with 3 options to renew for up to 2 years each, totaling a maximum contract duration of 9 years.

Place of Performance
Services will be performed throughout the Commonwealth of Massachusetts at locations specified by the requesting Department.

Bidder Requirements
Bidders must demonstrate qualifications including:
- Certification from recognized associations (e.g., National Verbatim Reporters Association).
- Minimum qualifications for personnel performing services under the contract.
- A minimum of two years experience in providing similar services.
- Compliance with all insurance requirements as outlined in the solicitation.
- Bidders are encouraged to submit a Supplier Diversity Plan as part of their proposal.
