Court Transcription Services

Background
The Massachusetts Department of Telecommunications and Cable (DTC) is issuing this Request for Response (RFR) to establish a list of qualified vendors to provide court reporter and transcription services. The goal is to support the Department's mission by ensuring access to accurate and timely court reporting and transcription services for various legal proceedings, including depositions, arbitration hearings, and judicial hearings.

This contract will be open for use by the DTC and other Commonwealth agencies.

Work Details
Contractors will provide court reporting and/or transcription services, which may include but are not limited to:
- Depositions
- Arbitration hearings
- Judicial hearings
- Administrative hearings
- Public hearings
- Conferences
- Conventions
- Telephone conferences
- Video conferences.

Transcription services may be purchased separately or as part of court reporting services. Contractors who only provide transcription services will be listed separately on the contract. The contractor must ensure compliance with specific formatting requirements for transcripts, including standard page dimensions and line spacing.

Period of Performance
The initial duration of the contract is up to 3 years, with 3 options to renew for up to 2 years each, allowing a total maximum contract duration of 9 years.

Place of Performance
Services will be performed throughout the Commonwealth of Massachusetts, with potential requirements for on-site performance at various locations as specified by the requesting Department.

Bidder Requirements
Bidders must demonstrate qualifications through submission of resumes and certifications for personnel performing services under the contract. They must also provide a minimum of five client references from the past two years. Massachusetts Certified Small Businesses are encouraged to respond. Bidders must comply with all insurance requirements as specified in the RFR.
