Climate Onestop (ECO) Notice of Intent

Background
The Massachusetts Executive Office of Energy and Environmental Affairs (EOEEA) is announcing a new funding opportunity for the Environment and Climate One Stop (ECO One Stop). This initiative aims to support resilience to climate change for communities and the natural environment. The ECO One Stop will provide a single point of entry for applicants to access multiple existing grant programs, streamlining the application process.

Work Details
The ECO One Stop will encompass seven existing grant programs:
1. Municipal Vulnerability Preparedness Action Grants
2. Coastal Resilience
3. Culvert Replacement – Municipal Assistance
4. Dam and Seawall Repair or Removal
5. Coastal Habitat and Water Quality
6. Cooling Corridors
7. Land Use Planning Assistance.
Potential applicants are encouraged to submit an Expression of Interest (EOI) to receive feedback on their project concepts prior to applying for grants.

Period of Performance
The funding opportunity is expected to be officially posted in January 2026, with the application process opening at that time. Feedback on EOIs will be provided from October 2025 until January 2026.

Place of Performance
The geographic location for the performance of this contract is Massachusetts, specifically targeting communities affected by climate change.

Bidder Requirements
Eligible applicants will vary by program; however, private individuals or businesses are generally not eligible for any of these programs. Full eligibility information will be published in the request for proposals when posted.
