Charlemont Fairgrounds

Background
The Town of Charlemont, through the Town Administrator as the Chief Procurement Officer, is seeking qualified contractors for a project aimed at enhancing accessibility at the Charlemont Fairgrounds.
The goal is to design, construct, and install a stand-alone handicap accessible restroom facility in compliance with Massachusetts General Laws Chapter 30B and other applicable regulations.

Work Details
The project includes the design, construction, and installation of a stand-alone restroom facility that consists of:
- A concrete slab foundation with raised footings approximately two (2) feet above grade.
- Two restroom units within one structure comprising a total of six (6) restroom areas:
- Two (2) Women’s restrooms
- Two (2) Men’s restrooms
- Two (2) Gender-neutral restrooms.
- Each restroom will have a minimum of three (3) stalls, with at least one fully ADA-compliant stall in each restroom.
- The scope includes plumbing, electrical work, ventilation, lighting, and all related site work.
All work must comply with federal, state, and local regulations including the Massachusetts State Building Code and the Americans with Disabilities Act (ADA). Specific design requirements include accessible layouts, clear pathways, adequate lighting and ventilation, durable materials, proper ADA signage including Braille, emergency call buttons in accessible stalls, non-slip flooring, proper site drainage, and installation of ramps and handrails where required.

Period of Performance
The contract period will commence upon award and is expected to be completed within a timeline specified by the contractor in their bid submission.

Place of Performance
The work will be performed at Charlemont Fairgrounds located on Park Street in Charlemont, Massachusetts.

Bidder Requirements
Bidders must provide proof of registration as a Home Improvement Contractor and hold a valid Massachusetts Construction Supervisor License (CSL).
They are also required to submit evidence of insurance including Commercial General Liability and Workers’ Compensation coverage.
Bidders must include references for at least three similar projects completed within the last five years.
