Carlisle Fire Station Project OPM

Background
The Town of Carlisle is a predominantly residential community located about 22 miles northwest of Boston, with a population slightly over 5000. The town has been contemplating improvements to its public safety facilities for several years, culminating in the decision to renovate the Carlisle Fire Station to accommodate a long-term on-call volunteer Fire Department.

The project aims to enhance the thermal performance of municipal buildings and electrify the building stock as part of Massachusetts' transition to clean energy. The renovation project has an estimated budget between $5 to $10 million.

Work Details
The Owner's Project Manager (OPM) will oversee the design and construction of the Carlisle Fire Station Renovation Project, which includes:
1. Assisting with programming needs and schematic design options aligned with renovation goals.
2. Overseeing design development, cost estimation, and finalizing construction documents.
3. Managing the bidding process and overseeing construction if approved by Town Meeting voters.
4. Ensuring compliance with all applicable Federal, State, and Local laws.
5. Providing cost control management services throughout the project phases.
6. Developing a Master Project Schedule and providing monthly status reports.
7. Maintaining project-related communications and documentation.
8. Participating in value engineering processes to ensure cost-effective materials and methods are used.

Period of Performance
The total duration of the contract is estimated as follows:
- Predesign (3 months)
- Design Development & Cost Estimation Phase (3 months)
- Permitting and Construction Document Completion (3 months)
- Bidding/Award Phase (2-3 months)
- Construction Oversight and Close Out (12-24 months).

Place of Performance
The contract will be performed at the Carlisle Fire Station located on Town land known as 'Conant Land' in Carlisle, Massachusetts.
