Description

The Commonwealth of Massachusetts (Commonwealth) Executive Office of Energy and Environmental Affairs (EEA) is soliciting Bidders to test up to 500 stormwater samples annually primarily for bacteriological indicators. This is for the Buzzards Bay National Estuary Program based in Mattapoisett, MA.
Background
The Commonwealth of Massachusetts, through the Executive Office of Energy and Environmental Affairs (EEA), is seeking bidders to conduct stormwater testing for the Buzzards Bay National Estuary Program. The program aims to assist municipalities in mapping stormwater networks and monitoring discharges to prioritize treatment and ensure compliance with federal permits. This initiative is funded by a federal Cooperative Agreement with the U.S. Environmental Protection Agency under the Infrastructure Investment and Jobs Act.

Work Details
The contractor will test up to 500 stormwater samples annually, focusing primarily on bacteriological indicators such as Escherichia coli and Fecal coliform. Additional tests may include Total Suspended Solids, Nitrates, Nitrites, Ammonia, Oil and Grease, Biological Oxygen Demand, Dissolved Oxygen, Metals, Turbidity, and Phosphorus.

The laboratory must be capable of processing at least 15 bacteria samples per day and provide comprehensive results within 2 business days after analysis completion. Testing will occur mainly between March 1 and December 1, with samples collected during rain events and dry weather.

Period of Performance
The initial contract term is approximately 10 months, starting in September 2025 and ending on June 30, 2026. There are options to renew for two additional one-year terms, making the total potential contract duration up to 34 months.

Place of Performance
The laboratory must be located within a 35-mile driving distance from the Buzzards Bay National Estuary Program’s office in Mattapoisett, Massachusetts.

Bidder Requirements
Bidders must be Commonwealth of Massachusetts certified laboratories for bacteriological water testing. They should have been in business for at least one year and employ no more than 50 full-time equivalent employees or work less than a combined total of 26,000 hours per quarter.

Bidders must also comply with the Small Business Purchasing Program (SBPP) requirements if applicable.
