Bid No. 27-001 RFP: Build of Analytics Platform, Dashboard, Tools, and Consulting Services

Background
The Springfield School Department is seeking proposals for a qualified contractor to create and maintain an online analytics platform with interactive dashboards and data tools. This initiative aims to enable Springfield Public Schools (SPS) staff to easily access and view student, HR, and finance data from SPS systems. The pilot group for this project will be the Innovations Schools of the Springfield Public Schools (ISSPS), focusing on creation, implementation, maintenance, and support.

Work Details
The contractor will be responsible for creating and maintaining an online analytics platform that includes interactive dashboards and data tools. The services required include:

1) Development of the analytics platform;
2) Implementation of interactive dashboards;
3) Creation of data tools for viewing student, HR, and finance data;
4) Ongoing maintenance and support of the platform.

The contract includes an option to scale the solution to additional schools within SPS in years two and three.

Period of Performance
The contract will commence on July 1, 2026, and conclude on June 30, 2027. There is an option to renew for two additional one-year terms.

Place of Performance
The services will be performed for the Springfield Public Schools located in Springfield, Massachusetts.

Bidder Requirements
Proposers must demonstrate:

1) Prequalification with the Department of Elementary and Secondary Education in Massachusetts in the Systems for Student Success Office;
2) Experience partnering with K-12 education clients;
3) Proven track record working with Massachusetts school districts while adhering to student data privacy laws;
4) Excellent agile project management capabilities;
5) Minimum of five years’ experience in Data Analytics Reporting specifically related to Student Data Reporting.

Additionally, the City of Springfield encourages twenty percent minority and women participation in all contracts.
