Beverly Housing Authority Financial and Management Software RFP

Background
The Beverly Housing Authority (BHA) is a small Public Housing Authority designated as a Standard Performer, receiving funding from HUD for various housing programs. The BHA is seeking proposals from qualified vendors to acquire a new, stand-alone, web-based Public Housing and Section 8 Financial and Management Software System to replace its existing system.

The goal is to maintain high-quality work through improved software capabilities that can be operated by existing staff after training.

Work Details
The selected vendor will provide the following services: purchase, installation, and maintenance of a web-based financial and management information system for Public Housing and Section 8 programs. The system must include features such as:
- Waiting List Management
- Inspection Management
- General Ledger Management
- Public Housing Accounting Management
- Maintenance Work Orders
- Vendor Accounting Management
- Data Conversion
- Document Imaging
- Tenant Portal and Landlord Portal functionalities.

Additionally, the system must allow applicants and tenants to submit applications, check status, request maintenance, and manage rents online. It must ensure data security through encryption and maintain an audit trail of changes made.

Period of Performance
The initial term of the service agreement will be one year with two additional one-year renewal options, making the total potential contract period three years.

Place of Performance
The contract will be performed at the Beverly Housing Authority located at 137 Rear Bridge Street, Beverly, MA 01915.
