Description

The Executive office of Energy and Environmental Affairs of the Commonwealth of Massachusetts announces its intent to Accept a Best Value Offer, pursuant to the Commonwealth Due Diligence Posting policy, to contract for the following with Recharge America, Inc. (Offeror), pending the results of this Notice of Intent (Notice)
Background
The Executive Office of Energy and Environmental Affairs (EEA) of the Commonwealth of Massachusetts intends to accept a Best Value Offer from Recharge America, Inc. to continue the implementation of the Recharge Massachusetts program. This program aims to provide critical coordination, technical assistance, and resources to expand electric vehicle (EV) infrastructure and awareness, particularly in smaller and underserved communities. The EEA believes that continuing this contract will help reduce greenhouse gas emissions from the transportation sector and meet climate action goals.

Work Details
The contract will involve the following key deliverables for the Recharge Massachusetts FY2025–2026:

1.0 Advance Leadership Recognition:
- Recruit 30 new participant entities by June 2026.
- Provide 120 technical assistance calls to participants.
- Publish 24 bi-monthly newsletters through FY2026.
- Maintain monthly participant website updates (12 total).
- Share EV adoption best practices via reports.
- Publish a public leaderboard for EV adoption & infrastructure.

1.1 Support EV Charging Infrastructure:
- Profile 120+ participant EV charging projects.
- Highlight success stories in 12 monthly newsletters.
- Host 4 charging-focused technical assistance discussions.
- Maintain website with charging-related updates.

2.0 Conduct Sustained Community Engagement Campaigns:
- Run 3 EV engagement campaigns in target communities.
- Generate 100+ EV test experiences per event.
- Achieve 80% event satisfaction via surveys.
- Collect feedback from 80% of event attendees.
- Host online community engagement events statewide.

3.0 Support Innovation Exchange (Peer Resource Sharing):
- Convene 4 quarterly Innovation Exchange meetings.
- Deliver monthly technical updates for Exchange participants.
- Maintain monthly clearinghouse resources for EV best practices.
- Support peer cohorts in higher education, municipalities, and employers.

4.0 Conduct Statewide Clean Transportation Symposium:
- Plan and host an annual transportation symposium with 5 key clean transportation conference topics, attract over 150 attendees, produce a participant recognition spotlight video, and publish a symposium summary report.

Period of Performance
The program will continue for an additional year following this posting, with an anticipated contract value of up to $260,000.

Place of Performance
The services will be performed throughout the Commonwealth of Massachusetts.
