Background
The Executive Office of Health and Human Services (EOHHS) of the Commonwealth of Massachusetts is issuing this Notice of Opportunity (NOO) to seek applicants for the Behavioral Health Supervising Clinicians Incentive Program (SCIP).

This two-year program aims to enhance the diverse workforce of qualified behavioral health professionals by improving access to supervision and alleviating bottlenecks in the clinical training system. Strengthening and expanding the behavioral health workforce is a key focus for EOHHS, which seeks to meet the growing demand for behavioral health services across Massachusetts.

Work Details
The SCIP offers $500 per supervisee slot per month for qualified behavioral health clinicians in community-based settings who provide supervision to students and clinicians in-training working towards certification or licensure.

A supervisee slot is defined as one hour of 1:1 clinical supervision weekly, with eligibility requiring supervision for at least three weeks out of the month. The funds must support SCIP goals, with a portion going directly to supervisors, and may be used for mentorship activities or additional staff capacity to allow existing supervisors to provide more supervision. Eligible licenses include Licensed Mental Health Counselor, Licensed Marriage & Family Therapist, Psychologist, LICSW, LCSW, LSW, LADC II, and others. Eligible certifications include Certified Alcohol Counselor and Certified Addiction Recovery Coach.

Period of Performance
The contract will be performed over a two-year period, with funding requests anticipated from January 6 to February 14, 2025.

Place of Performance
The contract will be performed in community-based settings across Massachusetts.
