Background
The Massachusetts Technology Collaborative (Mass Tech Collaborative), on behalf of the Massachusetts Broadband Institute (MBI), is issuing this Request for Qualifications (RFQ No. 2026-MBI-08) to solicit responses from qualified contractors to pre-qualify vendors for strategic, technical, and project management support related to forthcoming federal guidance governing Broadband Equity, Access, and Deployment (BEAD) Non-Deployment Funding.
The mission of MBI is to extend affordable, robust, high-speed Internet access across Massachusetts.
Work Details
The selected vendor(s) will provide professional consulting services that include:
1. Federal Guidance Tracking and Synthesis: Monitor and analyze guidance from the National Telecommunications and Information Administration (NTIA) regarding BEAD Non-Deployment Funding, including eligible uses of funds, application requirements, compliance obligations, and submission timelines. Deliverables may include written summaries and policy briefs.
2. Project Management Support: Act as project manager for MBI's response to NTIA, coordinating deliverable content, developing timelines and work plans, tracking deliverables, ensuring compliance of submissions, and identifying risks.
3. Subject Matter Expertise (SME) and Content Development: Provide SME support in developing responses related to program design and implementation for potential funding uses such as workforce development initiatives and broadband infrastructure enhancements.
4. Programmatic Documentation Development: Assist in creating required documents for NTIA submissions including program designs, budgets, narrative development, data integration, formatting reviews, and final assembly of documentation packages.
Period of Performance
The contract will be performed on a time-sensitive basis with expected initial responses to NTIA required within 2-3 months after the policy notice release.
Place of Performance
The services will be performed in Massachusetts.
Bidder Requirements
Respondents must demonstrate capacity to perform the services sought in this RFQ including qualifications and experience relevant to broadband infrastructure projects in Massachusetts. They must also comply with federal requirements regarding debarment status and provide evidence of corporate filing compliance.
