Audit Services RFP

Background
The Shawsheen Valley Regional Vocational Technical School District is seeking proposals for Audit Services. The selected firm must have demonstrated experience in providing services to public school districts. This procurement is conducted under Massachusetts General Laws Chapter 30B, and the contract aims to ensure compliance with financial regulations and improve the district's financial management practices.

Work Details
The annual audit will include an examination of all financial activities, records, and reports of the district, including federal and state grants, revolving accounts, student activity accounts, capital assets, agency and trust funds. The audit must adhere to Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) proclamations. Specific areas of focus include:

1) Overall Audit: schedules for all funds, management practices related to internal controls, validation of reserve fund balances, and reconciliation of funds;

2) End of Year Report: validation of supporting documentation for Schedule 7;

3) Student Activities: compliance with MGL Chapter 71, Section 47, testing transactions in receipt and disbursement cycles, and reviewing monthly reports for accuracy.

The auditors will provide twelve bound copies of each report and a PDF one week prior to presentation to the School Committee.

Period of Performance
The contract period is intended to last for three years starting from July 1, 2026, through June 30, 2029. An annual extension may be granted for up to two additional years.

Place of Performance
The audit services will be performed at the Shawsheen Valley Regional Vocational Technical School District located at 100 Cook Street, Billerica, MA 01821.

Bidder Requirements
Firms must have been engaged in providing auditing services for at least ten years prior to the RFP opening date. They must be registered with the Massachusetts Board of Public Accountancy and demonstrate relevant experience with municipalities or school districts. Proposals must include a Non-Price Technical Proposal that does not contain pricing information and a separate Price Proposal detailing costs. Additionally, bidders must submit completed Certification of Non-Collusion and Tax Compliance forms.
