Architecture Firms Needed for Modernization and Conceptual Design of New Administrative Facilities

Background
Shrewsbury Electric & Cable Operations (SELCO) is a Municipal Light Plant serving the Town of Shrewsbury, Massachusetts, established in 1908. SELCO provides services to approximately 16,000 electric meters and broadband accounts. The agency seeks to modernize its operations by consolidating staff from three different facilities into a single efficient and sustainable building on a previously undeveloped site owned by the Town of Shrewsbury. The goal of this contract is to prepare a feasibility study and conceptual design for the proposed building.

Work Details
The selected Designer will prepare a Feasibility Study that includes a needs assessment, building program, and conceptual design with supporting studies and analyses. The Designer will also coordinate all aspects of the design, construction, and close-out phases if the project moves forward. Specific tasks include conducting meetings with SELCO staff to identify staffing requirements and critical functions, developing initial conceptual design options for the building and site, preparing a conceptual cost estimate for establishing the overall project budget, and conducting a traffic study for safe access to the facility.

The Designer is expected to collaborate with specialists engaged by SELCO for inventory systems and data center management.

Period of Performance
The estimated total duration of the Feasibility Study Phase is 16 weeks. Timeframes for additional phases such as Schematic Design, Design Development through 100% Construction Documents, Bidding, and Construction Administration will be determined later.

Place of Performance
The contract will be performed at a site located on North Quinsigamond Avenue in Shrewsbury, Massachusetts.

Bidder Requirements
Respondents must designate an individual as Project Designer; be qualified under G.L. 7C, § 44; have experience with both regular construction methods and Construction Manager at Risk Delivery Method; demonstrate experience with similar public construction projects; have sufficient staff to perform the scope of services; comply with submission requirements by the deadline; provide evidence of financial stability; and submit required certifications including Certificate of Non-Collusion and Tax Compliance Certification.
