Background
The Commonwealth of Massachusetts, through the Executive Office of Energy and Environmental Affairs (EEA), is initiating the Massachusetts Integrated Land Use Strategy (MILUS). Work Details
The selected vendor or vendor team will serve as a strategic advisor to the MILUS Project Management Team, Steering Committee, and Integration Team. Key responsibilities include:
- Research & Policy Analysis: Providing evidence-based analysis and recommendations on land use, conservation, housing, economic development, and energy siting. This includes comparative assessments of domestic and international land-use frameworks.
- Legal & Institutional Advisory: Advising on Massachusetts land-use law and regulatory frameworks.
- Cross-Sector Integration Support: Synthesizing findings across sectors to provide integrated policy recommendations.
- Facilitation & Capacity Building: Supporting discussions and briefings for understanding complex land-policy concepts.
- Long-term Strategy Advice: Guiding alignment of land-use policy proposals with funding mechanisms.
- Documentation & Reporting: Delivering policy briefs, equity assessments, scenario analyses, and final recommendations in accessible formats.
Period of Performance
The initial contract duration is 6 months with two renewal options of 3 months each, totaling a maximum contract duration of 1 year.
Place of Performance
The contract will be performed in Massachusetts.
