Background
The Commonwealth of Massachusetts, through the Division of Capital Asset Management and Maintenance (DCAMM), is seeking proposals to license office space for the Committee for Public Counsel Services (CPCS). The CPCS provides legal representation to clients in various non-criminal proceedings and requires a suitable office location to facilitate its operations. The goal of this contract is to secure approximately 5,000 square feet of usable office space in specific neighborhoods within Boston and surrounding areas for a term of one year, with an option to extend.

Work Details
The contract involves providing approximately 5,000 square feet of usable office space, with flexibility for spaces ranging from 2,000 to 6,000 square feet. The preferred locations include Boston, Dorchester, Jamaica Plain, Mattapan, Mission Hill, Roslindale, Roxbury, and South End. The space must be within 0.5 miles of public transportation and accommodate approximately 1-2 visitors per day.

The proposal should include details on parking availability (preferably 25 spaces), including three reserved spaces for authorized vehicles and electric vehicle charging stations. The space should ideally be built-out or second-generation office space that includes offices, conference rooms, a kitchenette, records room, MDF room, and an interview room. If existing built-out space is not available, the proposer must deliver the space fully built out using a Buildout Allowance as part of the Base Rent.

Period of Performance
The contract will be performed over a term of one year with an option to extend based on mutual agreement.

Place of Performance
The office space will be located in Boston or surrounding neighborhoods including Dorchester, Jamaica Plain, Mattapan, Mission Hill, Roslindale, Roxbury, and South End.

Bidder Requirements
Proposals must be submitted by eligible proposers who are either the record owners or tenants with subleasing rights for the proposed property. Proposals must comply with all applicable federal and state building codes and regulations. Additionally, proposers are encouraged to demonstrate how their proposals align with Commonwealth Policy Objectives related to environmental sustainability and community revitalization.
