Background
The Massachusetts Department of Transportation (MassDOT) is issuing this contract for tunnel preservation work within the Metropolitan Highway System (MHS) Tunnels, specifically focusing on the Callahan Tunnel. The goal of this project is to ensure the structural integrity and safety of the tunnels while adhering to established labor participation goals for minorities and women.

Work Details
The scope of work includes:
- Repairs to the Callahan Tunnel ceiling system
- Cleaning and surveying the exhaust plenum
- Replacing ceiling panels and framing members
- Installing redundant hangers
- Repairing concrete
- Cleaning and painting ceiling stringers
- Rehabilitating bulkheads
- Balancing exhaust systems
- Replacing staircases in pump stations
- Waterproofing air plenums
- Adding sump pumps and walkways
- Site work with waterproof coatings
- Demolition for fire standpipe access
- Noise and dust control
- Sealing leaks in tunnels
- Repairing slurry wall defects
- Concrete patching adjacent to repairs
- Removal and reinstallation of various tunnel components for access to repair areas
- Injection of epoxy for crack repairs
- Installation of fireproofing materials as needed.
The contractor must also manage traffic control measures during construction and comply with all safety regulations.

Period of Performance
The contract will be executed over a five-day workweek calendar from Sunday through Thursday. Specific work hours are restricted to 11:30 PM to 5:00 AM on travel lanes along I-93 mainline unless otherwise approved by the Engineer.

Place of Performance
The work will take place within the Metropolitan Highway System Tunnels in Boston, Massachusetts.

Bidder Requirements
Contractors must adhere to labor participation goals of 15.3% for minorities and 6.9% for women in each job category. They are required to provide evidence of compliance with vehicle safety device regulations by December 31, 2025. Additionally, contractors must ensure proper handling and disposal of hazardous materials encountered during construction.
