Background
The Massachusetts Department of Transportation (MassDOT) is soliciting Letters of Interest from parties interested in the Request for Qualifications (RFQ) package for the Design-Build Project consisting of the completion of the design and construction for LOWELL - Rourke Bridge Replacement, L-15-088, Wood Street Extension over Boston and Maine Railroad and Merrimack River Design Build (607887). The primary objective of the Project is to replace the existing temporary Rourke Bridge with a new structure designed and constructed for a 75-year service-life. The Project also improves safety, accessibility, and mobility for all users including motorists, pedestrians, and bicyclists.

Work Details
The scope of work includes, but is not limited to, the design and construction of a new, relocated Rourke Bridge carrying Wood Street over the Merrimack River in Lowell, Massachusetts. The limits of the Project begin on Wood Street, south of the intersection of Wood Street and Middlesex Ave, and extend northerly to a terminus at Old Ferry Road, north of its intersection with Pawtucket Boulevard (Route 113) in Lowell. The Project will also include complete removal of the existing temporary bridge structure, roadway reconstruction, highway drainage/storm water management facilities, traffic management, upgrading the traffic signals, highway lighting, landscaping, pavement markings and signage, utility relocation/protection and all other related bridge and highway work.
Roadway reconstruction includes realignment of Wood Street Extension with proposed widening to accommodate two travel lanes, a sidewalk, and bike lane in each direction. Structural work involves replacement of the existing temporary Rourke Bridge carrying Wood Street Extension over the MBTA/CSX Railroad and Merrimack River with a multi-span bridge. Traffic maintenance during construction will be ensured along with utility impacts such as relocation of existing overhead National Grid electric power lines and stormwater management facilities.

Period of Performance
The Request for Letters of Interest is anticipated to be advertised on April 13, 2024. The Notice to Proceed is anticipated to be issued on March 28, 2025. The estimated dollar amount for this proposed Project is $164,500,000.00. Letters of Interest will be due to MassDOT on May 28, 2024 by 12:00 PM (noon). The Request for Qualifications (Phase 1) will be issued on or around May 29, 2024. The Statement of Qualifications will be due on or around July 3, 2024 by 12:00 PM (noon).

Place of Performance
The Project is located in MassDOT District 4 (Middlesex County) with geographic limits beginning on Wood Street south of the intersection with Middlesex Ave in Lowell extending northward to Old Ferry Road.
