Background
The Massachusetts Maternal, Infant, and Early Childhood Home Visiting (MA MIECHV) program, administered by the Massachusetts Department of Public Health (DPH), is issuing a Request for Response (RFR) to implement evidence-based home visiting services. Funded by the Health Resources and Services Administration (HRSA), the MA MIECHV program aims to enhance family and child health through targeted home visiting for pregnant and parenting families with young children. The initiative seeks local implementing agencies (LIAs) to provide services in 18 identified communities facing significant public health challenges, as highlighted in the 2020 Massachusetts MIECHV Needs Assessment.
Work Details
The contract involves implementing evidence-based home visiting models, specifically Healthy Families Massachusetts and Parents as Teachers, in various communities including Boston, Brockton, Chelsea, Everett, Fall River, Fitchburg, Holyoke, Lawrence, Lowell, Lynn, New Bedford, North Adams, Pittsfield, Revere, Southbridge, Springfield, Webster, and Worcester. Each selected agency will be responsible for delivering high-quality home visiting services aimed at improving maternal and child health outcomes. Agencies must maintain a staffing structure that includes home visitors and supervisors with a required ratio of 1:6. The program emphasizes maintaining at least 85% service capacity and ensuring that services are voluntary. Agencies are encouraged to develop partnerships with other service providers to create a cohesive network of support for families.
Period of Performance
The contract is expected to begin on July 1, 2026, with an anticipated duration of two years until June 30, 2028.

Services will be performed in various communities across Massachusetts including but not limited to Boston, Brockton, Chelsea, Everett, Fall River, Fitchburg, Holyoke, Lawrence, Lowell, Lynn, New Bedford, North Adams, Pittsfield, Revere, Southbridge, Springfield, Webster and Worcester.
Bidder Requirements
Bidders must demonstrate compliance with minimum administrative and fiscal standards established by the Executive Office of Health and Human Services (EOHHS). They are required to submit a Supplier Diversity Program (SDP) Plan Form indicating a financial commitment to partnering with diverse business enterprises or non-profit organizations. Additionally, bidders must have filed their Uniform Financial Statements and Independent Auditor's Report (UFR) if they currently hold human and social services contracts.
