Background
The Executive Office of Health and Human Services (EOHHS) of the Commonwealth of Massachusetts is initiating a procurement process to select a qualified entity to serve as a Pooled Plan Provider. This initiative aims to manage a pooled employer plan for consumer-employers participating in the MassHealth Personal Care Attendant program, as defined under 29 USC § 1002(43). The anticipated procurement is set for November 2025, with an operational start date planned for the Summer of 2026.

Work Details
The selected Pooled Plan Provider will be responsible for managing a pooled employer plan on behalf of consumer-employers in the MassHealth Personal Care Attendant program. Specific participation and performance requirements will be detailed in the forthcoming Request for Responses (RFR).

Period of Performance
The contract is expected to commence in the Summer of 2026.
