25CISAP2 | Literacy Leadership Coaches to Support PRISM Districts

Background
The Department of Elementary and Secondary Education (DESE) is seeking a vendor to serve as expert literacy leadership coaches and consultants. This initiative aims to support PRISM grant districts in achieving their equity-driven early literacy improvement goals over a period of 4.5 years. The contract is covered under the World Trade Organization (WTO).

Work Details
The selected vendor will provide expert literacy coaching and consulting services, focusing on evidence-based and culturally sustaining early literacy practices aligned with Massachusetts Literacy standards. Responsibilities include:
- Direct coaching and support to districts, schools, and educators, particularly in dual language programs.
- Supporting systems-level changes to enhance student experiences and outcomes.
- Differentiating coaching and professional development based on the unique needs of each school and district context.
- Maintaining strong relationships with stakeholders to advance local education agency improvement goals.

Period of Performance
The contract will commence upon approval and is expected to last until June 30, 2025. There are options for renewal for up to four additional years, potentially extending the total duration to June 30, 2029.

Place of Performance
The services will be performed within the Commonwealth of Massachusetts, specifically targeting PRISM grant districts.
