Description

254433 Women and Non-Binary Re-Entry Services
Background
The Commonwealth of Massachusetts, through the Executive Office of Health and Human Services and the Department of Public Health, is seeking qualified applications to provide enhanced community-based supports for women, including trans women, and nonbinary individuals who are pre- and post-release from incarceration.

The goal is to build a safe environment that meets the needs of these individuals while supporting their well-being, recovery, and harm reduction. This initiative responds to high risks for overdose among individuals released from incarceration, particularly among women and nonbinary individuals.

Work Details
The scope of services includes:
- Substance use-related wellness and recovery programming
- Trauma-informed care and healing opportunities
- Connections to community-based treatment services
- Wraparound services and case management
- Health education and resources
- Fitness and well-being activities
- Peer support
- Family services and reunification supports
- Community engagement activities
- Information access through technology tools (e.g., phones, internet)
- Transportation assistance
- Housing assistance
- Vocational training/job placement services.

The target population includes individuals identifying as women or nonbinary who are at risk of fatal overdose or recidivism following release from incarceration. Applicants must demonstrate experience in providing gender-responsive, affirming, and culturally sensitive reentry services.

Period of Performance
The anticipated initial duration of the contract is 5 years with options to renew for an additional 2 years. The final end date for the contract is June 30, 2033.

Place of Performance
Services will be provided statewide in areas identified as having high need based on drug overdose and incarceration rates.
