25-51-MYR Provision of FTTP Network

Background
The City of Salem, Massachusetts, is seeking proposals from qualified companies to provide a high-speed Fiber to the Premises (FTTP) network. This initiative aims to enhance internet access for residents and businesses, addressing the digital divide and promoting economic growth through improved connectivity.

The project is essential for fostering job creation, innovation, and better education and healthcare access in the community.

Work Details
The contractor will be responsible for providing fiber-optic access to homes and businesses, ensuring symmetrical speeds of at least 1 Gbps. The services include:
- Installation of fiber-optic cables with minimal disruption to existing infrastructure.
- Provision of low-cost or free internet access to underserved populations and community anchor institutions such as libraries and workforce development centers.
- Compliance with City standards for installation, including specific depth requirements and restoration of road surfaces post-installation.
- Development of a Digital Inclusion Plan that includes free services for students attending Salem Public Schools.

Period of Performance
The full deployment of the network is expected within 36 months from the issuance of the Notice to Proceed.

Place of Performance
The contract will be performed within the geographic boundaries of the City of Salem, Massachusetts.

Bidder Requirements
Proposers must demonstrate financial stability, technical capability, and relevant experience in similar projects. They should have existing partnerships with cable providers or ISPs for service delivery. Proposals must include a Digital Inclusion Plan that provides free or reduced-cost services to Salem Public School students.
