Background
The Commonwealth of Massachusetts Office of the State Treasurer and Receiver General manages and safeguards the state’s public deposits and investments through sound business practices for the exclusive benefits of Massachusetts citizens. The Massachusetts State Retirement Board administers the Massachusetts State Employees Retirement System (MSERS) and provides retirement, disability, and survivor benefits to over 69,000 recipients. The MSRB is soliciting Bidders to develop a comprehensive Member Self-Service (MSS) portal to integrate with both MSRB pension administration system, the Massachusetts Retirement Information System (MARIS), and its content management system, OnBase. The goal is to conduct business more efficiently with its members through the expansion of self-service options.

Work Details
The MSS portal will provide MSERS members with direct access to retirement account and benefit information, self-service functionality for updating demographic data and initiating various benefit transactions, transparency of data and operational compliance with appropriate security, protection of privacy, internal controls, and management of risk. It will also enable the potential implementation of additional functionality over time that supports other enterprise administrative functions.

The MSS portal will eliminate administrative activities and systems that are duplicative for the MSRB, require redundant work, and are based on manual and paper-based processes. It will enable automated workflows to manage the lifecycle tasks of key MSRB work processes and provide visibility into MSRB work processes and interactions with consumers.
