Background
The Massachusetts Department of Transportation (MassDOT) is issuing a Request for Responses (RFR) for the Route 126/Route 135 Intersection Study. This study aims to address increasing traffic volumes, safety concerns, and mobility issues in Framingham's downtown area, which is critical for north-south and east-west access. Work Details
The selected consultant team will conduct a comprehensive study that includes the following tasks:
1) Documenting relevant efforts, study area, goals and objectives, evaluation criteria, and public participation;
2) Developing a framework for the study in consultation with MassDOT OTP and the Interagency Working Group;
3) Compiling relevant information from past studies to avoid duplication of efforts;
4) Defining local and regional study areas;
5) Establishing goals and objectives that guide the study;
6) Creating evaluation criteria to assess alternatives based on mobility, cost-effectiveness, safety, environmental impacts, social equity, and policy support;
7) Developing a Public Involvement Plan that includes meetings with stakeholders and public informational sessions.
The final deliverable will be a comprehensive report detailing all tasks outlined in this scope.
Period of Performance
The overall study report is expected to take between 12 to 18 months from the issuance of a Notice to Proceed (NTP).
Place of Performance
The work will primarily take place in Framingham, Massachusetts, focusing on the intersection of Route 126 and Route 135.
Bidder Requirements
Consultants must submit a valid audited overhead rate for their latest closed fiscal year in accordance with MassDOT guidelines. They are required to have experience in project management of multidisciplinary planning projects, traffic projection and forecasting, zoning, land use, environmental justice, public health, economic development, graphic design, and delivering findings in an accessible format. Additionally, consultants must comply with federal certification requirements related to debarment and lobbying.
