Background
The Massachusetts Department of Transportation (MassDOT) is seeking qualified consultants to perform an independent cost and engineering analysis of the Allston Multimodal Transportation Project in Boston, MA. This project aims to improve multimodal access between the Allston neighborhood and the regional transportation network, upgrade infrastructure for improved highway, bicycle, pedestrian, rail, and transit connections, and facilitate the redevelopment of Beacon Park Yard. Following a significant reduction in federal funding, MassDOT has paused its planned environmental filings and design activities to conduct this analysis to ensure alignment with available resources.

Work Details
The consultant will conduct an independent in-depth project cost analysis and engineering review. Key tasks include:

1) Reviewing existing planning and technical documents to assess current project functions and costs;
2) Analyzing project costs including individual components and interactions;
3) Evaluating budget alignment with current scope;
4) Identifying inconsistencies or unnecessary costs;
5) Confirming funding sources;
6) Assessing reasonable alternatives within the project scope;
7) Conducting a structured risk assessment;
8) Delivering technical documentation for each task.

The analysis will cover various components such as I-90 interchange, local street networks, parkland improvements, and multimodal connections.

Period of Performance
The initial duration of the contract is twelve (12) months from the effective date of a notice-to-proceed issued by MassDOT.

Place of Performance
The work will be performed in Boston, MA, specifically in the Allston neighborhood adjacent to Soldiers Field Road.

Bidder Requirements
Consultants must submit a valid audited overhead rate for their latest closed fiscal year as per MassDOT guidelines. They should also provide an Affirmative Action Certificate if applicable. The M/WBE participation goal for this contract is zero percent (0%). Consultants are required to demonstrate their qualifications through previous relevant projects and provide references.
