2024-25 Essex County Cooperative Road Salt Bid

Background
The Merrimack Valley Planning Commission (MVPC) is leading a cooperative procurement effort for road salt on behalf of municipalities in Essex County. The goal of this contract is to secure reliable sources of Rock Salt and Solar Salt for the participating communities, which include:

- Amesbury
- Boxford
- Essex
- Georgetown
- Gloucester
- Groveland
- Hamilton
- Haverhill
- Ipswich
- Manchester by the Sea
- Merrimac
- Methuen
- Middleton
- Newbury
- Newburyport
- North Andover
- Rockport
- Rowley
- Salisbury
- Topsfield
- Wenham
- West Newbury.

Work Details
The contractor will provide Rock Salt and Solar Salt as specified in the bid documents. Estimated quantities for planning purposes are provided in Appendix A. The total estimated quantity for Rock Salt is 58,400 tons and for Solar Salt is 100 tons.

All materials must conform to ASTM 632-12 standards and be delivered F.O.B. destinations with prepaid transportation charges. Delivery must occur within 48 hours of request from the municipalities. In emergencies declared by a municipality, delivery must occur within 24 hours.

The contractor must provide a certificate of weight with each delivery and ensure that all materials meet the quality standards set forth by the Massachusetts Highway Department.

Period of Performance
The contract will commence on or about November 1, 2024, and will expire on October 31, 2025.

Place of Performance
The contract will be performed across various municipalities within Essex County.
