Description

Two Year Pre-Placed Emergency Contract To Provide Transportation Asset
Background
The Jefferson Parish Department of Emergency Management is seeking a transportation contractor to facilitate the movement of individuals, household pets, and personnel during a declared emergency. This initiative is part of the Parish Emergency Operations Plan, which may require evacuating residents who lack access to personal vehicles. The goal is to ease the burden on government resources during emergencies by establishing a pre-placed contract for transportation assets, including a scalable fleet of vehicles such as motor coach buses and ADA-compliant vehicles.

Work Details
The contractor will provide evacuation management and operational support, including:

1. Evacuation Management and Operational Support:
- Deployment of subject matter experts to the Jefferson Parish Emergency Operations Center (EOC) for planning support and fleet coordination at designated locations.

2. Emergency Transportation Fleet:
- For-hire transportation services for passengers, including ADA-equipped vehicles.
- Capacity to transport up to 2,000 evacuees, with 10% being mobility impaired.
- Allowance for small caged pets per evacuee.
- Compliance with Federal Motor Carrier Safety Administration (FMCSA) regulations.
- Provision of an Automated Vehicle Location (AVL) system for real-time tracking.
- Mobilization of all necessary resources for effective evacuation operations.

3. Operational Readiness:
- Participation in annual planning meetings and exercises lasting up to 8 hours utilizing motor coach vehicles.

Period of Performance
The contract will be effective for a period of two years from the date of execution or signing, with automatic extension provisions if a new contract is not in place by May 31 of the expiring year.

Place of Performance
Services will be performed within Jefferson Parish and may extend to designated shelters outside the region or state as needed during emergencies.

Bidder Requirements
Proposers must have experience in providing similar services and meet specific requirements including:
- Registration with the U.S. Department of Transportation (DOT) and possession of a valid Motor Carrier number.
- Ability to provide operational vehicles that are air-conditioned and equipped with bathrooms (for motor coaches).
