Two (2) Year Contract for Servicing Athletic Fields on an as Needed

Background
The Jefferson Parish Department of Parks and Recreation is seeking a contractor for a two-year contract to service athletic fields on an as-needed basis. The goal of this contract is to maintain and enhance the quality of athletic fields across various parks and playgrounds in Jefferson Parish, ensuring they are safe and suitable for public use.

Work Details
The contractor will provide all labor, materials, and necessary equipment to perform the following services:

1. **Fraise Mowing** - Removal of turfgrass sward, thatch, organic matter, and soil using a Fraise Mower (60 inches or wider) and tractors over 75 horsepower.

2. **Reverse Tine Tilling** - Preparation of soil by removing debris and mixing organics into the existing soil profile using a Blecavator 180 or equal.

3. **Rough Grading** - Grading areas in preparation for finish grading to improve water flow.

4. **Laser Grading** - Using laser-guided equipment for precise leveling of surfaces for sod or red clay installation.

5. **Sod Installation** - Installation of certified sod (varieties include Celebration Bermudagrass, Tifway 419 Bermudagrass, Centipede, Zoysia, St. Augustine) with specific installation techniques to ensure quality.

6. **Relocation of Loose Materials** - Moving materials like sand and topsoil onto fields as needed.

7. **Red Clay Installation** - Spreading and compacting red clay for baseball/softball infields with laser grading techniques.

8. **Aerification** - Removing plugs of soil to alleviate compaction and promote root growth using a mechanical aerator.

9. **Verticutting** - Removing thatch buildup with vertical blades to improve turf health using a PTO-driven verticutter.

10. **Top Dressing** - Spreading sand or organic material over turf surfaces to enhance soil conditions.

11. **Herbicide Application** - Application of herbicides using certified sprayers provided by Jefferson Parish.

12. **Fertilizer Application** - Application of fertilizers using calibrated equipment provided by Jefferson Parish.

13. **Mowing** - Regular mowing services with specified height requirements.

14. **Consultation Services** - Providing expert advice on field conditions, renovations, drainage, irrigation, etc.

Period of Performance
The contract will be effective for two years from the date of award, with work performed as needed throughout this period.

Place of Performance
All work will be conducted at various parks and playgrounds located in Jefferson Parish.

Bidder Requirements
Bidders must hold a current Louisiana State Contractor’s License (Limited Specialty Services) and comply with all local licensing requirements from the Jefferson Parish Department of Building Permits. Additionally, bidders must submit completed affidavits including Non-Conviction Affidavit, Non-Collusion Affidavit, Campaign Contribution Affidavit, Debt Disclosures Affidavit, and E-Verify Affidavit as part of their bid submission.
