Background
The Terrebonne Levee and Conservation District (TLCD) is issuing a Request for Proposals (RFP) for Emergency Services Contracts related to Land Based Operations for the 2026 Hurricane Season. - Debris clearance and grubbing operations;

- Conducting damage assessments; and
- Other emergency operations at TLCD’s floodgate structures, earthen levees, water control structures, and operation center.
The contract may involve providing equipment such as dozers, excavators, cranes, loaders, and trucking services. Compensation will be based on a standardized rate sheet derived from the average of awarded rates.
Period of Performance
The contract will be valid until June 1, 2027, with potential extensions up to June 1, 2028 if authorized by the OWNER through a Change Order.
Place of Performance
The work will be performed in southern Terrebonne Parish, Louisiana at various TLCD sites including floodgate structures and the main office located at 220A Clendenning Road, Houma, Louisiana.
Bidder Requirements
Contractors must hold a valid Louisiana Contractor’s License classified as CLASS III – Heavy Construction or CLASS II – Highway, Street, and Bridge Construction. They are required to submit a Statement of Qualifications detailing relevant experience with similar projects.
