Background
The Louisiana Department of Health, Office of Public Health, STI/HIV/Hepatitis Program (SHHP) is seeking information from potential vendors to provide STI, HIV, and Hepatitis C prevention programming targeting individuals at high risk for these conditions. This initiative aims to address the stagnant HIV rates and rising STI rates in Louisiana, which ranks among the top states for the highest diagnosis rates. The goal is to maximize the impact of prevention activities across public health regions in Louisiana from July 1, 2026, to June 30, 2029.
Work Details
The RFI seeks organizations to conduct various prevention activities including:
1. **HIV/STI Prevention Counseling, Rapid Testing, and Linkage to Care** in non-healthcare settings targeting priority populations.
2. **Prevention Materials Availability**, distributing educational materials and condoms in high-risk areas.
3. **Louisiana Wellness Center Project**, providing comprehensive health services including screenings and treatment for STIs and HIV.
4. **Louisiana Youth Responsibility Education Program (LYREP)** aimed at reducing unplanned pregnancies and STIs among adolescents through education and behavioral interventions.
Period of Performance
The contract period will last up to three years, from July 1, 2026, through June 30, 2029.
Place of Performance
Services will be provided across various public health regions in Louisiana, specifically targeting areas with high incidence rates of HIV and STIs.
Bidder Requirements
Eligible respondents must be legal entities in good standing with the Louisiana Secretary of State and Department of Revenue. They must have a physical office in Louisiana's designated service area and cannot be for-profit agencies or governmental organizations (except local health departments). Eligible organizations include community-based organizations (CBOs), local health departments, non-profits, universities, faith-based organizations, and community health clinics.
