RFQ to Develop and Operate a Branded Hotel In The Churchill Technology & Business Park, Avondale, Louisiana

Work Requested:
The Jefferson Parish Economic Development Commission (JEDCO) is seeking a qualified developer to undertake the following:

• Design, finance, construct, and operate a branded, multi-story hotel within the Churchill Technology & Business Park in Avondale, Louisiana.
• The hotel should feature 100 200 guest rooms.
• Include amenities such as light to full-service dining, meeting/conference space, and 160 250 parking spaces.
• The project is expected to serve as a hospitality anchor for the region's expanding business, education, and recreational hub.
• Target opening is from mid-2027 to early-2028.

Who is Requesting:
This opportunity is issued by the Jefferson Parish Economic Development Commission (JEDCO).

Background:
The hotel will be located on Block 3 within the JEDCO-owned portion of Churchill Park, a 5-acre, development-ready site. The site is part of a 480-acre, master-planned campus that includes educational and business institutions.

Strategically, the location is:

• Adjacent to Delgado Community College River City Site and Patrick F. Taylor Science and Technology Academy.
• Next to the new $21M John Alario Jr. Sports Complex, a strong driver for sports tourism.
• Near attractions such as TPC Louisiana Golf Course, NOLA Motorsports Park, and Bayou Segnette State Park.
• Part of the Jefferson EDGE long-term economic development plan, with support from parish and state leadership.

Contract Requirements:

• The ownership structure will be a long-term ground lease with JEDCO; terms are to be negotiated.
• The site is a LED Certified Business Site, pre-qualified and ready for development.
• Potential access to a range of federal, state, and local incentive programs, including EDA, USDA, LED, CDBG, DRA, Jefferson Parish, and JEDCO.
• JEDCO will provide support for marketing amplification, tenant recruitment, and infrastructure improvements.
• There is an opportunity for creative lease arrangements.
