RFQ for Program Manager Services

Background
The LCTCS Facilities Corporation, a Louisiana private non-profit corporation, is issuing this Request for Qualifications (RFQ) to select a qualified entity to serve as Program Manager for facilities developed under Act 35 of the 2025 Regular Session of the Louisiana Legislature.

The Corporation's mission is to administer, finance, plan, acquire, renovate, expand, and construct facilities for the Louisiana Community and Technical College System (LCTCS). The goal of this contract is to manage a multi-project building program on property owned, acquired, or leased by the Corporation or LCTCS.

Work Details
The Program Manager will be responsible for managing the Program through various tasks including: reviewing documents produced by designers during design phases; conducting periodic meetings with designers; preparing construction documents; performing on-site observations during construction; advising the Corporation on cost-effective means to fulfill program objectives; providing up-to-date information to protect against defects in design and construction services; and recommending corrective actions.

Specific responsibilities include developing a general program scope of work for each project, submitting a Master Program Budget and Master Program Schedule, identifying real estate to be acquired, negotiating agreements for acquisition, and ensuring all documentation required is in order before construction begins. The Program Manager will also review design documents at each stage and advise on modifications related to aesthetics and budget.

Period of Performance
The contract will commence upon selection of the Program Manager and is expected to continue until all projects under the program are completed. Specific timelines will be established as part of the Master Program Schedule.

Place of Performance
The services will be performed at various locations throughout Louisiana where LCTCS facilities are developed or managed.

Bidder Requirements
Respondents must demonstrate a proven record of capability in managing large and complex multi-project building programs for educational facilities. They must have knowledgeable staff ready to begin work immediately after award. Additionally, the Program Manager must comply with all federal, state, and local laws applicable to the projects and provide insurance coverage as specified in the RFQ.
