RFQ CMAR Exterior Waterproofing & Reroof, La State Capitol Building

Background
The State of Louisiana, through the Division of Administration, is seeking proposals for Construction Management at Risk (CMAR) services for the exterior waterproofing and reroofing of Sections A/B/C/F (Phases 3 and 4) of the Louisiana State Capitol Building in Baton Rouge. The project is identified as Project No. 01-107-12-01, F.01003957, and the submission deadline for proposals is 2:00 PM local time on Monday, August 12, 2024.

Work Details
The project involves historic preservation work on the Louisiana State Capitol Building, including exterior rehabilitation of the limestone cladding, repairs to the steel frame and brick substrate, conservation of bronze windows and doors, and hazardous materials abatement in sealants associated with all windows and doors.

The estimated Guaranteed Maximum Price (GMP) for the project is $115,500,000.00 with a target completion date of May 1, 2027 for Phase 3 and May 1, 2028 for Phase 4. The CMAR contractor will be responsible for coordinating pre-construction design assist and construction activities, managing second-tier contractors, and ensuring timely delivery of subparts/phases within the stipulated contract time.

Period of Performance
The project is expected to be performed over an accelerated schedule with an option for Advanced Construction Start (ACS) activities.

The CMAR contractor may be required to implement environmental remediation/selective demo, a test pile program, fill/surcharge/wicking program, and identify long-lead orders to support an accelerated start.

The project will take place at the Louisiana State Capitol Building in Baton Rouge.
