RFQ - Assumption Parish Courthouse Renovation

Background
The Assumption Parish Police Jury is seeking Statements of Qualifications from licensed professional Architectural and/or Engineering firms for comprehensive design and construction-phase services for the Assumption Parish Courthouse Renovation Project. This project is funded through the Community Development Block Grant-Disaster Recovery Program (CDBG-DR) administered by the Louisiana Office of Community Development.

The courthouse, constructed in 1896, serves as the sole judicial and administrative facility for the parish and has experienced significant deterioration due to age and environmental hazards, posing safety risks and functional limitations.

Work Details
The selected firm will provide full architectural/engineering services including:

- Preparation of construction-ready plans and specifications
- Bid-phase assistance
- Construction oversight
- Compliance with all CDBG-DR program requirements including Section 3, Davis-Bacon and Related Acts, environmental review coordination, and SHPO consultation
- Structural stabilization and upgrades for life safety and code compliance
- Incorporation of resilient design using modern building codes
- Recommendations for long-term maintenance improvements
- Preparation of construction bid packages
- Field staking and on-site supervision of construction work
- Review and approval of contractor invoices
- Provision of reproducible as-built plans upon project completion
- Conducting final inspections and testing.

Period of Performance
The contract will be performed from the date of award until project completion, with a submission deadline for qualifications set for September 18, 2025.

Bidder Requirements
Bidders must be licensed professionals in architecture or engineering. Participation by minority-owned and female-owned businesses is encouraged. Compliance with CDBG-DR program requirements is mandatory, including adherence to labor standards under the Davis-Bacon Act. Contractors must maintain appropriate insurance coverage as specified in the solicitation.
