Background
The City of New Orleans, through its Mayor's Office of Resilience & Sustainability (ORS), is focused on enhancing environmental stewardship and climate resilience. The agency has received a significant grant from the U.S. Environmental Protection Agency (EPA) to implement community-driven solutions aimed at reducing air pollution and advancing environmental justice.
This solicitation is part of the NO CARBON project, which aims to implement energy efficiency measures and renewable energy projects across various sectors, including municipal buildings.
Work Details
The selected Architectural and Engineering (A&E) firm will be responsible for designing energy efficiency measures at 41 City-owned buildings and installing rooftop solar photovoltaic (PV) systems on 14 buildings. The scope includes:
1) Project Initialization - meeting with the City team, preparing a detailed project work plan;
2) Desk Review & Data Analysis - evaluating previous energy audits, reviewing solar feasibility studies, assessing local building codes, and conducting site inspections;
3) Schematic Designs - developing conceptual designs for energy efficiency improvements such as HVAC upgrades, LED lighting installations, and other technologies aimed at reducing greenhouse gas emissions.
Period of Performance
The contract period will commence upon execution of the contract and is expected to continue until all design work is completed. Construction is anticipated to begin in 2026.
Place of Performance
The work will be performed at various locations across New Orleans, specifically at the identified City-owned buildings.
Bidder Requirements
Respondents must comply with a Disadvantaged Business Enterprise (DBE) goal of 35% participation. Additionally, firms must demonstrate qualifications in executing similar projects and provide evidence of relevant experience and capacity to meet the project requirements.
