The City of New Orleans, through the Mayor’s Office of Resilience and Sustainability (ORS), is issuing this Request for Proposals (RFP) to construct its first publicly-accessible DC Fast Charger (DCFC) electric vehicle charging station. This initiative aligns with the city's goal of achieving a 40% electric vehicle share among registered vehicles and is part of the Electric Transportation Roadmap. The project is funded by the City’s EVSE VW Settlement, which utilizes Volkswagen Environmental Mitigation Trust Funds for emission-reduction projects. The City aims to establish a public-private partnership for the development, maintenance, and operation of the charging station.

Work Details
The selected vendor will provide a turnkey solution that includes:
1. **Site Selection and A/E Services**: Review potential sites (e.g., Union Passenger Terminal, Armstrong Park, Gert Town Natatorium), recommend suitable locations based on size and accessibility, complete site surveys to identify utilities, coordinate with Entergy New Orleans for utility power, and provide final design plans along with necessary construction documents for permits.

2. **Equipment Provision and Installation**: Furnish and install all materials and equipment necessary for a fully functioning DCFC station, including obtaining all required local, state, and federal permits. The vendor must install infrastructure for at least four DCFC ports capable of providing a minimum of 150 kW charging per vehicle simultaneously.

3. **Operation and Maintenance**: Proposals should outline business models such as ownership by the City with service fees or 'charging as a service' where the vendor maintains ownership. Detailed information on pricing structures, billing practices, service fees, revenue distribution, and cost recovery should be included in the proposal.

Period of Performance
The contract will be for a period of five years, consisting of a three-year base period followed by two one-year option periods. Extensions may occur upon mutual agreement.

Place of Performance
The work will be performed at various locations within the City of New Orleans as determined during the site selection process.

Bidder Requirements
