RFP - NOAB - Financial Advisory Services

Background
The City of New Orleans, through the New Orleans Aviation Board (NOAB), is seeking proposals from qualified firms to provide Financial Advisory Services. This request is in accordance with City Charter Section 6-308(5) and Executive Order LC 20-01, as well as FAA Advisory Circular No. 150/5100-14E. The goal is to engage experienced firms that can assist in various financial strategies and processes related to the operations of the Louis Armstrong New Orleans International Airport.

Work Details
The selected Proposer will provide comprehensive financial advisory services, which include:

1. Researching, developing, and assisting in the design and implementation of financial strategies, plans, and processes.
2. Evaluating various financing structures and credit alternatives while proposing financing methods.
3. Analyzing and reporting on the advantages and disadvantages of proposed financing methods and alternatives.
4. Reviewing related financial and legal elements as well as financial and legal documents.
5. Assisting with preparation materials for bond rating agency presentations.
6. Aiding in the issuance of debt including solicitation of short-term commercial paper, bond anticipation notes, and/or long-term bonds.

Period of Performance
The initial contract term will be one year with four one-year renewal options at the sole discretion of the NOAB.

Place of Performance
Services will be performed primarily at the Louis Armstrong New Orleans International Airport.

Bidder Requirements
Proposers must have a minimum of five years of experience providing the services described in Attachment A - Scope of Services. Additionally, there is a State/Local Disadvantaged Business Enterprise (SLDBE) participation goal of 21.03%. Proposers must complete an SLDBE Participation Plan and submit required compliance forms.
