RFP - NOAB - Air Service Development Consulting Services

Background
The City of New Orleans, through the New Orleans Aviation Board (NOAB), is seeking proposals for airline service development consulting services. The goal is to enhance air service at Louis Armstrong New Orleans International Airport (MSY) by analyzing market opportunities and improving relationships with airlines.

This initiative aligns with the City Charter and Executive Order LC 20-01, emphasizing the need for experienced firms in this sector.

Work Details
The selected Proposer will provide a range of services including:
1. **Market Definition and Analysis**: Define and analyze the New Orleans metropolitan market, including passenger leakage to other airports.
2. **Route Analysis**: Analyze route performance, recommend opportunities for increasing passenger and cargo flights, suggest new airlines, and identify financially viable routes based on historical data and forecasts.
3. **Relationship Development**: Provide details on established relationships with airlines, participate in air service development conferences, and assist in strengthening airport-airline relationships.
4. **Ongoing Data Support**: Respond to inquiries regarding airline operations and provide access to relevant data resources for analysis.

Period of Performance
The initial contract term is one year with four one-year renewal options at the discretion of the NOAB.

Place of Performance
Services will be performed primarily at Louis Armstrong New Orleans International Airport (MSY) and may involve travel to various domestic and international locations for conferences.
