Description

Background
The City of New Orleans is seeking proposals from qualified insurance agents/brokers to serve as the Insurance Broker-of-Record. This role involves the marketing, procurement, and placement of commercial insurance policies and bonds. The contract will be managed by the City’s Risk Management Division, which oversees a comprehensive insurance program that includes property, terrorism, cyber, crime medical professionals, and aircraft coverages. The City also operates a self-funded program for Workers Compensation and Auto PD/Liability coverages.

Work Details
The selected Broker will be responsible for:

1. Identifying and recommending appropriate markets for various coverages; assessing insurance company stability and service records; providing annual evaluations to the City’s Risk Manager.

2. Assisting in completing annual renewal applications/specifications; analyzing coverage based on quotes; negotiating policies; maintaining all insurance policies with full access to working files for the City.

3. Negotiating with carriers on policy issuance, audits, billings, endorsements, and claims consultations.

4. Conducting complete reviews/audits of policies for conformance with specifications; verifying policy language accuracy and identifying coverage gaps.

5. Providing estimates of renewal rates and assisting in budget preparation for the property/casualty program.

6. Evaluating alternative financing mechanisms such as self-funding or risk trust pooling; assisting in structuring these options.

7. Monitoring claims activity and providing assistance as needed; coordinating actuarial reviews of claims and fund balances.

8. Performing usual broker functions including amending policies, interpreting coverage, timely delivery of documents, and resolving issues.

9-22 include additional responsibilities such as developing marketing data, initiating marketing plans three months prior to expiration, assisting in identifying loss exposures, ensuring accurate premium invoices are forwarded to the City timely, advising on potential claims coverage issues.

Period of Performance
The contract period is expected to begin upon execution of the contract following the selection process and will continue through the duration specified in the final agreement.

Place of Performance
The services will be performed primarily within the City of New Orleans.

Bidder Requirements
A DBE contract goal of 35% has been established for this RFP. Respondents must comply with the City’s DBE Program requirements and submit necessary documentation related to DBE participation.
