RFP - Health Consultants for the City Health Plan

Background
The City of New Orleans provides employees and their families with essential information on the Healthcare Benefits in the areas of medical, pharmacy, dental, vision, wellness initiatives, disease management, life insurance and voluntary products. The City of New Orleans utilizes a benefits consultant to assist with promoting employee health while managing costs. The current contract agreement expires the 3rd quarter of 2024.
The consultant provides healthcare plan costing and cost containment, federal healthcare law compliance, and voluntary product packaging.

Work Details
The consultant is required to serve as a consultant to the City’s Healthcare Plan and other benefit programs such as voluntary products and 457 deferred compensation plans. The specific tasks include providing healthcare costing options for health plan containment, assisting with the rebid/renegotiated third party administrator contract as well as prescription drug, dental, vision, life, voluntary products, long-term disability, long-term care, Family Medical Leave, and other employee benefits. Additionally, the consultant is expected to analyze cost differentials for self-insured vs. fully insured options, conduct utilization reviews as well as claims and eligibility audits, notify the City of regulatory changes that impact benefit requirements, perform ancillary tasks related to the above items at the request of the city, provide regular updates to HR staff regarding changes in benefits laws or regulations, and serve as a liaison between Benefits Consultants and insurers to address service problems.
