Description

Background
The City of New Orleans, through its Department of Public Works (DPW), is seeking a qualified firm to provide pavement condition assessment services. The goal is to collect, analyze, and report pavement condition data for the City’s roadway network to support long-term asset management, capital planning, and maintenance prioritization.

The last comprehensive pavement condition survey was conducted over eight years ago, prior to Hurricane Katrina in 2005. The City has approximately 169 square miles of land area and a population of about 369,000. Its street system consists of approximately 1,550 roadway centerline miles, with around 55% asphalt surfaced and 45% concrete surfaced.

Work Details
The consultant will perform pavement condition surveys on all City-maintained roadways (approximately 1,550 centerline miles) using automated, high-resolution data collection technologies such as LiDAR and digital imaging.

Responsibilities include project initiation, research, field surveys, and data management and integration. The assessment will focus solely on pavement conditions and will not include other right-of-way assets like sidewalks or curbs. The consultant must provide all necessary field inspectors, vehicles, tools, equipment, and traffic control required for the field survey following ASTM Standard 06433-11.

Period of Performance
The contract period is expected to commence upon execution of the contract following the selection process and will continue until the completion of the pavement condition assessments as specified in the RFP.

Place of Performance
The work will be performed within the geographic boundaries of New Orleans, Louisiana.

Bidder Requirements
A Disadvantaged Business Enterprise (DBE) contract goal of 35% has been established for this RFP. Respondents are encouraged to ensure DBE utilization goals are met.

Additionally, respondents must comply with all applicable federal and state laws regarding conflict of interest and provide necessary documentation such as tax clearance forms and proof of good standing with the State of Louisiana.
