Background
The City of Kenner seeks to engage a qualified consulting firm to conduct a comprehensive classification and salary plan study. This initiative aims to evaluate and modernize the current classification and salary plan structure to maintain a competitive, equitable, and fiscally responsible workforce. The study will reassess job classifications, assigned duties, and salary levels, ensuring compliance with civil service rules and best practices in the public sector.
Work Details
The selected consultant will be expected to perform the following services:
- Conduct a comprehensive review of the current classification system including job descriptions, class specifications, and organizational structure.
- Evaluate the existing compensation plan including pay ranges and internal equity.
- Perform a market analysis and salary survey using comparable public sector organizations.
- Identify issues related to pay compression, pay equity, recruitment, and retention challenges.
- Recommend updates to the classification plan and compensation structure consistent with best practices.
- Provide implementation strategies including cost analysis.
- Provide monthly updates on progress and challenges.
Period of Performance
The initial term of the contract will be for six (6) months from execution date, with an option to extend for an additional six (6) months for a total of twelve (12) months.
Place of Performance
Services will be performed at the City of Kenner Civil Service Department located at 1803 Williams Blvd., 2nd floor, Kenner, Louisiana 70062, and any other locations as requested by the City.
Bidder Requirements
Proposers must demonstrate qualifications in municipal or civil service classification studies. They are required to submit proposals that include:
