RFI for Eligibility and Case Management System

Background
The Louisiana Department of Health (LDH) is issuing this Request for Information (RFI) to identify solutions that can provide a technology platform for determining eligibility and managing cases across multiple human services programs. LDH is committed to modernizing eligibility and case management systems to prioritize accuracy, operational efficiency, rapid adaptability, and the resident experience.

The RFI aims to gather information from interested vendors regarding capabilities, implementation approaches, pricing models, and solutions. This is an exploratory and non-binding request, encouraging responses from all capable parties.

Work Details
LDH seeks solutions focused on achieving the following outcomes:

- Improved Resident Access & Experience through a seamless entry point for social services;
- Enhanced Operational Efficiency with streamlined workflows;
- Better Data-Driven Decisions for policy effectiveness;
- Maximized Federal Reimbursement through accurate reporting;
- Future-Proof Technology adaptable to changes;
- Cost-Effective Ownership with inexpensive modifications;
- Specific SNAP Reporting capabilities;
- Proactive Fraud, Waste, and Abuse Prevention tools.

The desired solution may manage eligibility determination and case management for various programs including CHIP, DSNAP, FITAP, HCBS Waivers, LTC, MAGI-based Medicaid, SNAP Employment & Training, and others as determined by the Department.

Period of Performance
The RFI responses are due by October 31, 2025.

Place of Performance
The contract will be performed in Louisiana.
