Request for Qualifications (RFQ) Master Developer Partner for Irene Street & Maintenance Shop Redevelopment

Scope of Work:
The Lafayette Housing Authority (LHA) is seeking a Master Developer Partner (MDP) to lead the comprehensive redevelopment of two key sites: the Irene Street public housing community at 1101 Irene Street and the Authority's Maintenance Shop at 801 Gilman Road.

The selected partner will be responsible for:

• Managing the replacement of public housing units
• Designing and implementing a neighborhood-sensitive, mixed-income development
• Demonstrating capacity for complex redevelopment projects
• Ensuring a resident-centered approach throughout implementation
• Delivering a feasible housing plan that aligns with LHA's goals to preserve and expand affordable housing in Lafayette

Soliciting Agency:
This Request for Qualifications (RFQ) is issued by the Lafayette Housing Authority (LHA).

Background:
The redevelopment project combines the Irene Street public housing community and the Maintenance Shop site. LHA's objective is to partner with a highly qualified developer who can deliver a project that both replaces existing public housing and creates a vibrant, mixed-income neighborhood, in line with the Authority's mission.

Contract Requirements:
This is a qualifications-based procurement. At this stage, LHA is seeking:

• Evidence of relevant experience
• Strength and composition of the proposed team
• Financial capacity to undertake the project
• Redevelopment approach and methodology
• Resident-centered implementation strategies
• Demonstrated ability to deliver a feasible housing plan consistent with LHA's goals

LHA reserves the right to request interviews, presentations, supplemental information, development concepts, or follow-up submissions as part of the evaluation and negotiation process.

Interested parties should submit qualifications that clearly demonstrate their experience, team strength, financial capability, redevelopment approach, and capacity for resident-centered implementation.
