Background
The Orleans Parish Sheriff’s Office (OPSO), a political subdivision of the State of Louisiana, is seeking proposals for Financial Software and Services designed specifically for Municipal Agencies. This initiative aims to enhance OPSO's financial management capabilities through a fully integrated, vendor-hosted/cloud solution. Work Details
The selected vendor will provide a comprehensive financial software solution that includes:
- Core Application Software: Accounts Payable, Ad HOC Reporting, Bank Reconciliation, Budgeting, Contract Management, Fixed/Capital Assets, General Ledger, Grant and Project Accounting, Inventory Management, Purchasing.
- Technical Requirements: Microsoft ASP.NET application environment, Microsoft SQL Server database, local hosting on OPSO servers, ongoing bug fixes, user-friendly interface with acceptable data security.
- Required Services: Project Management, Software Installation/Set-up, Security Design and Configuration, Business Design/Software Configuration, Data Conversion and Migration, Testing, Training Services, Ongoing Support and Maintenance Services.
- The vendor must conduct a thorough business analysis at the start of each module and provide a pre-configured system based on best practices.
Period of Performance
The contract period will commence upon award and is expected to last for an initial term of three years with options for renewal based on performance.
Place of Performance
The services will be performed at the Orleans Parish Sheriff’s Office located at 2800 Perdido Street, Building A; New Orleans, Louisiana 70119.
Bidder Requirements
Bidders must demonstrate experience in providing similar services to municipal agencies. They must also comply with all applicable laws of the State of Louisiana and maintain necessary licenses. A Disadvantaged Business Enterprise (DBE) contract goal of ten percent has been established.
