Background
The Calcasieu Parish Police Jury is seeking proposals for a cloud-based Risk Management Information System (RMIS) software to support its Risk Management Department. The system will assist in the administration of various claims including workers’ compensation, automobile liability, general liability, and property claims.
The current RMIS contract expires on December 31, 2026, and the selected vendor must ensure the new system is fully operational before this date to avoid disruption in services.
Work Details
The proposed RMIS must include functionalities for claims management, incident reporting, litigation tracking, loss analytics, regulatory reporting, and document management. Specific requirements include:
- Migration of approximately 3,400 historical claims data from 1994 to present into the new system.
- Support for Centers for Medicare & Medicaid Services (CMS) Section 111 reporting and Louisiana Workers’ Compensation Electronic Data Interchange (EDI).
- Configurable role-based security permissions.
- Full data export capabilities in a non-proprietary format upon contract termination.
- Comprehensive services including planning, installation, integration, configuration, data conversion, testing, training, go-live implementation, and post-implementation support.
Period of Performance
The initial term of the agreement will commence upon execution and continue through December 31, 2027. The successful Proposer must complete implementation by December 31, 2026.

Bidder Requirements
Proposers must comply with all applicable federal laws and Louisiana state laws. They are required to carry professional liability and cybersecurity liability insurance with limits of not less than $1 million per claim and $1 million aggregate. Additionally, Proposers must provide a Certificate of Insurance prior to contract execution.
