Background
The Louisiana Department of Corrections - Prison Enterprises is seeking to establish a Blanket Order Contract for the provision of wood stains. The goal of this contract is to supply various types of wiping stains for use on wood furniture, ensuring compliance with federal regulations and quality standards.

Work Details
The contractor will provide the following products:

1. Wiping Stains (100 gallons) - Ready-to-use pigmented stain that meets federal HAPS rule for wood finishes, durable colors, low odor, and free of lead and chromate hazards. Specific characteristics include:
- Gloss: None
- Weight Solids: 13-61%
- Volume Solids: 10-42%
- Drying time: 15 minutes working time, 30 minutes to recoat, and 5-15 minutes force dry at 120°F.
- Color: Cordovan Dye; Brand: Sherwin Williams or Equal; Delivery Timeframe: 8 Days ARO.

2. Wiping Stains (50 gallons) - Same specifications as Line 1 except for color (Quaker Brown Dye).

3. Wiping Stains (25 gallons) - Same specifications as Line 1 except for color (Sugar Maple Wiping Stain).

4. Wiping Stains (50 gallons) - Same specifications as Line 1 except for color (Mission Oak Wiping Stain).

5. Wiping Stains (100 gallons) - Same specifications as Line 1 except for color (American Walnut Wiping Stain).

6. Lacquer Thinner (800 gallons) - General purpose lacquer thinner blend for thinning clear and pigmented lacquer with specific characteristics including evaporation rate, solvent strength, flash point, and stability.

7. Minwax Oil Based Stains (200 gallons) - To be used on bare or stripped wood surfaces with specific application tools and drying times.

Period of Performance
The initial period of performance will begin upon award and end on December 31, 2024. The contract may be renewed for two additional 12-month periods at the same prices, totaling a maximum contract duration of up to 36 months.

Place of Performance
Delivery will be made to DOC Prison Enterprises at Allen Furniture Plant located at 3751 Lauderdale Woodyard Road, Kinder, LA 70648.
