Background
The Jefferson Parish Department of Traffic Engineering is seeking to procure Video Detection Systems to enhance traffic monitoring and management. The goal of this contract is to improve the safety and efficiency of signalized intersections by utilizing advanced video analytics technology.
Work Details
The contractor will provide all labor, materials, equipment, and incidentals necessary for the furnishing, installation, testing, and operation of a Video Detection System. The system must include:
1. Type 1 Video Vehicle Detection: An AI-based system that detects, classifies, and tracks vehicles, pedestrians, and bicyclists using video feeds from various camera types (IP, CCTV, Analog, Fisheye). It must generate detection outputs and provide advanced traffic analytics.
2. Type 1A Sensor: A fixed bullet style camera with a minimum resolution of 5 megapixels optimized for challenging light conditions.
3. Type 1B Sensor: A Fisheye style camera with a minimum resolution of 12 MP capable of delivering video in various lighting conditions.
4. GPU server/processor for deep learning-based object detection and classification algorithms.
5. Software that supports at least thirty object detection templates and provides real-time data analytics including speed calculations and historical traffic data reporting.
Period of Performance
The contract will be performed from the date of award until completion, with a bid due date set for July 17, 2025.
Place of Performance
The work will be performed in Jefferson Parish, Louisiana.
Bidder Requirements
Bidders must hold current applicable Jefferson Parish licenses with the Department of Building Permits and obtain any required permits prior to project commencement. A Louisiana State Contractor’s License is also required. Bidders must submit completed and notarized affidavits including Non-Conviction Affidavit, Non-Collusion Affidavit, Campaign Contribution Affidavit, Debt Disclosures Affidavit, and E-Verify Affidavit.
