Pension Consulting Services

Background
The City Parish Employees Retirement System (CPERS) of Baton Rouge and East Baton Rouge Parish is seeking proposals for Pension Consulting Services. The goal of this contract is to engage a qualified actuarial firm to conduct a comprehensive review of the Employees’ Retirement System Defined Benefit Retirement Plan, ensuring its actuarial soundness and providing recommendations for improvements.

Work Details
The selected consultant will provide the following services:

1. **Plan Review**: Advise the Retirement Board on the actuarial soundness of the plan, including existing provisions and tiers, and present findings by August 28, 2025.

2. **Plan Analysis**: Conduct comparative analysis with similar public pension funds, recommend improvements in funding mechanisms, assess membership data, and provide cost analysis for any recommended changes.

3. **Data Collection**: Collaborate with CPERS staff to gather necessary data for a full review, reconcile existing data files, answer plan analysis questions, and meet with employers to understand their needs.

The consultant must meet specific experience requirements including being a professional actuarial services firm with at least ten years of relevant experience.

Period of Performance
The contract will commence upon execution on June 2, 2025, and will conclude upon completion of the required work without renewal options.

Place of Performance
The services will be performed primarily at the CPERS office located at 209 St. Ferdinand Street, Baton Rouge, LA 70802.
