Description
Background
The Calcasieu Parish Police Jury is issuing this Request for Proposal (RFP) to qualified and experienced consultants for Pavement Asset Management Services. The goal of this contract is to assist the Parish in evaluating existing pavement conditions by collecting, validating, and formatting pavement condition and inventory data for integration into the Parish’s asset management software, OpenGov Cartegraph. This includes configuration for use within OpenGov Scenario Builder. The selected consultant(s) will have expertise in pavement engineering and experience in managing municipal automated pavement data collection projects.
Work Details
The awarded proposer will provide professional services related to pavement condition assessment, data collection, analysis, and pavement asset data processing for use in the Parish’s asset management software. Key tasks include:
- Review existing roadway inventory data provided by the Parish.
- Perform pavement condition data collection using industry-accepted methods.
- Assign condition ratings using a documented methodology.
- Provide georeferenced pavement condition and inventory data.
- Format all pavement inventory and condition data for import into OpenGov Cartegraph, including asset identifiers, condition attributes, and required metadata.
- Analyze collected pavement condition data and assign condition ratings.
- Summarize pavement conditions by roadway classification and condition category.
- Calculate Overall Condition Index (OCI) for each Parish roadway segment as required for use within OpenGov Cartegraph.
- Document evaluation methodology, assumptions, and limitations.
Deliverables include:
- Pavement inventory and condition datasets formatted for import into OpenGov Cartegraph.
- GIS-compatible spatial data.
- Data dictionaries and field mapping documentation.
- Summary pavement condition reports.
- Raw pavement distress data and supporting imagery.
- A final report including study objectives, methodology utilized, project summary, condition data summaries, statistical charts, graphs, area maps illustrating all results.
Period of Performance
The contract will commence upon execution of the agreement with the consultant. The consultant is expected to begin performance within days after receiving the work order or 'Notice to Proceed' and complete the data collection and assessment portion of this project within a specified timeframe.
Place of Performance
The services will be performed in Calcasieu Parish, Louisiana.
Bidder Requirements
Proposers must demonstrate experience in providing similar services as requested. They should provide background information about their company’s knowledge of pavement asset management services. Proposers must also provide at least three current client references along with contact information. Additionally, proposers are required to comply with insurance requirements specified by the Parish prior to executing the contract.
